On Monday, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, met Renate Wolvend and Sabina Leutheusser-Schnarrenberger, Co-Rapporteurs of the Monitoring Committee of the Council of Europe Parliamentary Assembly.

 

In the beginning of the meeting, V.Lytvyn expressed his contentment with the level of cooperation between Ukraine and the Council of Europe Parliamentary Assembly, having stated that "the scope of cooperation has extended after the office of the organization was opened in Ukraine".  According to the Chairman of The Verkhovna Rada of Ukraine, "it is apparent that political events in Ukraine serve as an extra incentive for establishment of productive close cooperation with the Council of Europe Parliamentary Assembly".

 

V.Lytvyn stressed that Ukraine "experienced urgent need in a perfect election system" and substantial reforming of the judicial system. He deems necessary to adopt the Law on compulsory implementation of court decisions in order to coordinate Ukrainian legislation with the European Convention on Human Rights.

 

The representatives of the Monitoring Committee stated that their visit was concerned with three basic issues, namely, electoral legislation of Ukraine, reform of the judicial system, and amendments to the Constitution.  

 

The Chairman of The Verkhovna Rada of Ukraine expressed his hopes that the visit of the observers would facilitate "elaboration of clear-cut and adequate guidelines" for Ukraine.
